THE CALL FOR PROJECT APPLICATIONS

Promoting Active Citizen Engagement (PACE) in Combating Corruption in Ukraine project announces the launch of the contest of project proposals of Civil Society Organisations (CSOs) of Ukraine. The Project is being implemented by Management Systems International (MSI) in partnership with Ukrainian organisations, with finance support of the US Agency for International Development. The Ukrainian partners incorporate US - Ukraine Foundation, Internews Ukraine, Counterpart Creative Centre, Kyiv International Institute of Sociology and the Centre for Ukrainian Reform Education. The Project with anticipated duration of 2 years seeks to support independent public monitoring and promotion of public interests in priority spheres of anti-corruption activities.

The Grant Program seeks to support practical, results-oriented projects, that stipulate implementation of actions to prevent corruption, to improve transparency, accountability and integrity of governmental authorities; to promote public interests for corruption reduction; to enhance ethical standards in the society; to raise public awareness and promote the zero tolerance approach to corruption; to mobilise citizens for active participation in anti-corruption campaigns.

In the framework of the Project, activities of CSOs in the following spheres will be supported:

  • Watchdog activities: provide citizen monitoring and control of the governmental activities to promote transparency and accountability of the government and citizen participation in decision making process;
  • Advocacy activities: initiate and advocate for reforms to reduce opportunities for corruption;
  • Legal education and support : increase citizen legal awareness on their rights and responsibilities including their rights for quality public services; provide legal support to alleged victims of corruption;
  • Active citizens: increase citizen awareness on corruption and its impact and involve citizens in anti-corruption activities.

The priority spheres of projects' implementation incorporate the following ones:

  • Justice system;
  • Public service delivery and ethics in government;
  • Regulatory system;
  • Higher education system;

Besides that, projects may also deal with other corruption-affected spheres of public authorities that are important for citizens (e.g. the budgetary process, public and municipal procurements, the public health system, the sphere of housing and utilities, land management, etc.).

As a mandatory component of CSO activities, a project proposal should include broad dissemination of information on the CSO project and results of corruption studies in Ukraine, implemented in the course of PACE project, among members of the general public of Ukraine.

Terms of the project implementation: from 3 months up to 7 months. Grant support may reach from $3 ,000 to $15 ,000 . Grantee must contribute (in cash or in kind) at least 15% of the overall project costs from its own or other sources .

The deadline for submission of application documents – April 16, 2007 (before 17:00 Kyiv time).
